Provided leadership and expert advice regarding distance learning, communication and information technology and their application to meeting the educational objectives of the Agency in health, rural development, environment and education. Directed and carried out the program information, Congressional liaison and outreach activities of the Research and Development (R&D) Bureau. Designed and directed a 20-million-dollar project providing training, research and technical assistance to Agency Bureaus and overseas Missions. Involved training of trainers, developing materials and course contents, designing specific training interventions, and regularly evaluating the program for training effectiveness. Designed a computerized management information system to monitor the incorporation of gender issues in economic development activities. May 1987 to June 1992. Adjunct Professor, International Programs. University of Arkansas Farming Systems Improvement Project, Rwanda. Analyzed the existing extension system with a careful gender perspective and recommended strategies for institutionalizing Farming Systems Research and Extension methodology in project's zone of action in Rwanda. Designed and delivered training events in French for agricultural technicians, administrators and women and men farmers.
